Canadian Expatriates, its contributors, and readers have been invited by Foreign Affairs Canada to participate in a series of eDiscussions. The current topic is “Showcasing Canadian Culture and Know-How Abroad”.

We are asked to consider the following questions:

What role does Canadian culture and know-how play in our foreign policy?

How might the government best promote Canadian talent and expertise in the world?

The eDiscussion runs from April 4 to May 6, 2005. At its conclusion, a summary of the discussion will be sent to senior policy planners.

A year ago a five year old girl disappeared from her home in Regina, Saskatchewan. A year later we are no closer to finding her.

What happened to Tamra Keepness?

Three adults were at the gritty inner city home the night that Tamra disappeared. All of them were drunk and all of them left the house for a period of time that night. Police suspect foul play but according to Regina Police Chief Cal Johnston, ""We don't know where Tamra Keepness is and as yet we've not identified anyone involved in criminal conduct with her in a way that can be put before the courts."

What they do know though, is that there is a history of drug and alcohol abuse and violence in the home and that there was a need to remove Tamra's five siblings from that environment. Unfortunately, none of that leads us closer to Tamra.
